COLLABORATIVE GOVERNANCE DALAM PENANGGULANGAN KEMISKINAN: TINJAUAN SISTEMATIS ATAS PERAN PEMERINTAH, SWASTA, DAN MASYARAKAT SIPIL

Artikel ini bertujuan menganalisis konsep dan implementasi collaborative governance dalam penanggulangan kemiskinan melalui tinjauan sistematis literatur (Systematic Literature Review/SLR) terhadap 25 artikel ilmiah yang bersumber dari Scopus, jurnal terindeks SINTA, dan laporan lembaga internasional yang dipublikasikan pada tahun 1996–2025. Menggunakan protokol PRISMA dan 8 kriteria inklusi yang ketat, penelitian ini mengidentifikasi 312 artikel pada tahap identifikasi awal dan menetapkan 25 artikel untuk dianalisis secara mendalam. Sintesis tematik menunjukkan empat temuan utama. Pertama, collaborative governance terbukti menjadi pendekatan yang lebih adaptif dan inklusif dibanding model administrasi publik konvensional karena mengintegrasikan sumber daya, kapasitas, dan legitimasi dari berbagai aktor. Kedua, pemerintah berperan sebagai regulator, koordinator, fasilitator, dan penjamin akuntabilitas, sementara sektor swasta berkontribusi melalui penciptaan lapangan kerja, penguatan UMKM, dan investasi sosial. Ketiga, masyarakat sipil berperan sebagai advokat, pendamping komunitas, dan pengontrol sosial yang memastikan kebijakan responsif terhadap kebutuhan riil masyarakat miskin. Keempat, keberhasilan collaborative governance ditentukan oleh kepercayaan antaraktor, mekanisme koordinasi yang efektif, data kemiskinan yang terintegrasi, dan kepemimpinan kolaboratif yang kuat. Kajian ini berkontribusi pada pengembangan kerangka teoritis collaborative governance dalam konteks administrasi publik Indonesia yang multidimensional dan beragam secara kelembagaan.
